Agent 13, a.k.a. Sharon Carter, is a character in the Marvel universe who typically works for S.H.I.E.L.D. She’s also commonly used as a love interest of Captain America. Like many Marvel characters, she has been adapted in live action for the Marvel Cinematic Universe, in which she’s portrayed by Emily VanCamp. She’s a rather cool character, but she’s been extremely under-used in the MCU.
She was introduced in Captain America: The Winter Soldier, in which it felt as though she was being built up to become the primary love interest of Steve Rogers. However, Steve is paired with Black Widow for most of that movie and spends very little screen time with Sharon. He even shares an onscreen kiss with Black Widow, albeit not a romantic one.
Then, in Captain America: Civil War, she’s still given very little screen time in favor of the massive cast of Avengers who appear. When all the Avengers were pardoned after the events of Civil War, Sharon wasn’t. She was just sort of left to deal with it all.
She’s barely appeared since. Her inclusion in The Falcon and the Winter Soldier showed that she had taken on more of a villainous role. This would have been more shocking or heartbreaking if we had gotten more of a chance to know her character and actually care about her. Because we didn’t, it just feels like a random way to treat a character because they didn’t know what else to do with her.

With her having so little screen time and Steve giving his heart to her great aunt instead, it’s like Marvel Studios has just tossed her aside completely. She even feels forgotten by the other characters.
Ultimately, this character, who feels much more important in the comic books, was done extremely dirty by Marvel Studios. They didn’t give her her usual love interest, they didn’t give her enough screen time to allow fans to care about her, and then they had her turn to a life of crime. There’s no clear direction for her character going forward and no sign that she may appear again.
There’s a strong chance she will appear in Captain America: New World Order, but who knows if she actually will or if she’ll be given an important role or not. Either way, hopefully Marvel Studios realizes how much they’ve screwed over this character and give her more time to shine. Perhaps she could get her own Disney+ or something along those lines. Only time will tell.
